Policy Administrator

JOB SUMMARY
Responsible for the Board Policies and Procedures that govern the oversight of the workforce service delivery and ensures policies and procedures are in compliance with applicable laws, rules, regulations and directives.  Serves as the Board’s point of contact for all issues related to the request for modification, reviews, authoring and seeking approval of the Board’s Operational Policies and Procedures.  Ensures that affected system staff and stakeholders are informed and briefed on any and all effected workforce service delivery policies and procedures.  Develops workforce service delivery standard operating procedures and establishes a system to ensure that the workforce service delivery contractor complies with these established operating procedures.  Ensures that all Board planning documents, to include the Board’s Local Plan, and request for funding documents that are submitted to State and Federal entities are in compliance with applicable laws, rules, regulations, directives, and Board initiatives.  Oversees and monitors the implementation, progress, and overall performance of assigned workforce programs in the support and achievement of Board strategic goals and objectives.  Monitors program performance, prepares required program reports and makes programmatic recommendations to enhance the effectiveness of Board services and the return on investment of Board resources.  Using strong interpersonal and communication skills, maintain active relationships with business planning, workforce development groups, and community partners.  Performs workforce program development research and planning making timely recommendations for continuous improvement of programs.  The value of this position will result in enhancing the effectiveness of workforce program services and the return on investment of Board resources.

QUALIFICATIONS
Graduation from an accredited College or University with at least four years of experience with workforce development, planning, project management, policy administration or related field.  Two years management experience preferred. Experience and education may be substituted for one another. (18 mos. direct or related experience is equal to 1 year of education).

Procurement/Contracts Manager

JOB SUMMARY
Top level manager that plans, develops, and manages efficient internal purchasing and contract administration in the support and achievement of Board strategic goals and objectives.  Applying knowledge of effective public sector procurement and contracting practices, this leader plans, develops, and manages the internal purchasing system including an efficient bid solicitation process.  In addition, plans and manages an effective contract administration system implementing research-based methodologies with proper interpretation of relevant contracting laws and regulations.   Excellent communication and negotiation skills are used to develop a strong vendor procurement base.  Provides contract performance planning, training, monitoring, and evaluation of conformity with program contract requirements. Recommends and negotiates service provider performance improvements.  The value of this position will result in maximizing the quality of workforce program services through the effective and efficient procurement and administration of contracted products and services.

QUALIFICATIONS
Graduation from an accredited 4 year college or university with a Bachelor’s Degree in Business Administration with emphasis in Accounting and Finance or with a concentration in Business Law. Minimum of (4) four years of experience in law environment or federal contract management, purchasing and procurement functions, including two years of office management/supervisory experience. Preference is given to candidates with experience in managing federal workforce development contracts. (18 mos. direct or related experience is equal to 1 year of education).

JOB SUMMARY
Coordinates, manages, oversees and administers employee related policies, programs, systems and resources.  Oversees the entire employee performance management system providing assistance to the Board management team. Responsible for the implementation and administration of the employee compensation and benefits program. Coordinates  employee staff development strategies including delivery of training programs and learning opportunities. Strong interpersonal and communication skills, along with a high degree of confidentiality and sensitivity, are used to effectively address employee relations issues and administer applicable personnel policies. Oversees and ensures that Equal Opportunity polices and procedures and processes are adhered throughout the workforce system. Is responsible for maintaining appropriate levels of insurance to protect the interests and property of the organization in compliance with pertinent laws and regulations. Modeling strong customer service skills, establishes and maintains good working relationships will all levels of employees, customers, Board members, service providers, partners, and community leaders. The value of this position will result in assisting management with the effective recruitment, deployment, retention, development and evaluation of high performing employees.

QUALIFICATIONS
Bachelors Degree in Business Administration, Human Resources, Communications, or related field, plus four years of full-time experience in a responsible and similar position that provided a thorough knowledge of administrative/human resource functions and office practices and procedures; or an equivalent combination of training and experience (18 mos. direct or related experience is equal to 1 year of education).
